The Nurse Recruiter's Office (NRO) and Occupational Health Service (OHS) Nurse Manager is responsible for managing and directing the operations of the Nursing Recruitment Office and providing oversight of the Occupational Health Service (OHS) non-Advanced Practice Registered Nurse (APRN) clinical staff. Travel required to Palo Alto primarily, but may have to travel occasionally to other divisions and CBOCs to meet program needs Location: Mountain View Work Schedule: Monday to Friday 7:30am to 4:00pm; with flexibility to meet program needs Nurse Manager Responsibilities: Responsible for the supervision of all staff within the NRO Provides administrative oversight of staff not privileged as licensed independent providers (LIPs) in OHS Ensures efficient and effective operations of the NRO Develops professional relationships with professional organizations, affiliated schools, training programs and community organizations for the purpose of recruitment, networking and collaboration to create innovative programs for future VA workforce Hires and trains all staff to include resume reviews, interviews, staff recruitment and retention Mentors, coaches and/or precepts staff and colleagues as assigned Collaborates in the establishment of and supports a system for recognition of accomplishments and achievements by employees Participates in the development of education programs and staff development models to facilitate career progression Serves as a contact/resource person within the VAPAHCS for nurse recruitment actions Works in collaboration with the Associate Chief Clinical Practice and Professional Development to provide guidance and assistance to Chief Nurses and Managers for the New Graduate Program (NGP) held three times per year (20-30 New Grads), VALOR program (7-10 students) and the Master's Entry Program Nursing (MEPN) Residency for 25-35 new graduate nurses pre-licensure Provide oversight of the Nursing Professional Standards Board (NPSB) Provide oversight of nurse appointment process Role model standards of professional practice, assesses, implements, and evaluates professional standards of clinical practice and ensures compliance with accrediting and regulatory bodies Evaluates and updates functional statements, position descriptions, and competencies for areas of responsibility Ensures that staff performance evaluation is timely and accurate with monthly monitoring Provides leadership in the development, implementation, and review/revision of policies, protocols, procedures, standards of care, and competencies for complex and diverse integrated programs, and evaluates operational outcomes Collaborates with Nursing Services Administrative Officer and Human Resources Management Services to ensure compliance with Service wide budgeted FTE Approves time and leave in VATAS and ensures department staffing needs are met Attends Occupational Health-related meetings as appropriate Performs Purchase Card Approving Official Functions (when applicable) Incumbent will be self-directed in completing orientation and on-going mandatory education. Ensures subordinates complete competency reviews where applicable Nurse Recruiter Responsibilities Collaborates with Nursing Service Administration and Human Resources Management Service to recruit and hire all levels of nursing staff throughout the facility including providing input in development of functional statements, screening, interviewing, credentialing, boarding and the appointment process Works collaboratively with Nursing Service to assess and forecast staffing needs and implement measures to meet these needs Works with Human Resources Management Service to advertise nursing vacancies using a variety of creative approaches including job fairs Works with all Services in the Health Care System who employ nurses to recruit, hire, credential and board all RNs, RNPs and LVNs in the Health Care System Oversees the effective operation of the Nurse Professional Standards Boards (NPSB) and points above entry for LVNs and NAs Works closely with the Board Secretary in expediting the boarding process for RNs Oversees the VetPro credentialing process for RNs and LVNs Serves as the primary resource for chairs of NPSB, points above entry, VetPro credentialing and Staffing office Communicates with applicants using a variety of measures, i.e. in-person, phone, fax, email and letter regarding vacancies, qualifications, benefits and the appointment process Collaborates with Office of Workers' Compensation Programs (OWCP). Case Manage to facilitate placement Collaborates with the Associate Chief Nurse of Clinical Practice and Professional Development to facilitate placement and retention of new RN graduates. Works collaboratively with the Vetpro office, Human Resources Personnel Security Office, Contracting Office Provides executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts. Utilizes a broad scope of tools to recruit for difficult to hire positions, and monitors efficacy of each approach. Active with Service Improvement Model and belt training of staff and self. Demonstrates substantial and continuous responsibility for directing and managing an integrated program Responsible for strategic plan performance measures assigned to NRO through the Associate Director for Patient Care Services.
