This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. General Description of Assigned Duties: The Deputy Associate Chief of Staff-Ambulatory Care provides administrative, programmatic, and clinical leadership for Primary Care at the Fayetteville VA Coastal Health Care System, under the direction of the Associate Chief-Ambulatory Care to ensure achievement of the clinical, research, and education, goals. The incumbent reports to the Associate Chief for Ambulatory Care and serves as a key clinical resource for the Medical Center Director and the Chief of Staff. Functions or Scope of Assigned Duties: The incumbent is a physician assistant with advanced clinical experience as well as demonstrated administrative and leadership skills. The incumbent must have: (1) Knowledge of the VA system and regulations. (2) Knowledge of patient care management, processes, and systems. (3) Computer skills and abilities to use a variety of software packages. (4) Knowledge of resources management and continuous quality improvement processes. (5) Management experience with strong administrative and interpersonal skills. (6) Excellent oral and written communications skills. (7) Skill in providing clinical interface with academic affiliates and other key stake-holders. (8) Skill in design of collection and analysis of data. Functions/Responsibilities The responsibilities include hands on clinical work, oversight, and administration of all aspects of the primary care provider services, including research programs and guidance and education for learners and trainees. The incumbent is directly accountable to the Associate Chief-Ambulatory Care for day-to-day administrative activities of the service, and accountable to the Associate Chief-Ambulatory Care for clinical program activities and overall compliance to VISN wide policies and procedures. This includes, but is not limited to the following along with other duties as assigned: A. Quality Improvement Directs the continuous measurement and improvement of the quality, timeliness, and patient satisfaction with primary care provided by the service. Plans, coordinates, and ensures high quality, timely, patient centered care through utilization of multiple quality measurements tools. Improves patient outcomes through the implementation of strategies such as clinical practice guidelines and critical pathways, health risk assessment, provider profiling, use of electronic medical record, and clinical reminders, and case management. Continuously assesses and improves the processes of primary care delivery in the service so as to enhance patient safety. Ensures the services ability to meet standards issued by various accrediting and regulatory groups and VACO. Provides continuing surveillance of the professional performance of all primary care providers in the service who have delineated clinical privileges. B. Research and Education Encourages and supports research and education missions. Facilitates translation of research findings into improved patient outcomes. Encourages continuing education for all personnel in the service and ensures compliance with performance standards. Creates a climate where continuous learning and self-development are valued. C. Budget and Fiscal Management Develops input as requested by the Associate Chief-Ambulatory Care the annual strategic and budget plan for the service consistent with guidance and goals from the Director's Office and/or Fiscal Service. Recommends sufficient number of qualified and competent persons to provide patient care, treatment, and services. Demonstrates commitment to the Medical Centers goals and patient centered care. Team Building Develops an interdisciplinary team of innovative, highly motivated individuals who are continuously striving for excellence in patient care and customer service. Develops a team that is technically competent and understands the interrelationships of all the medical center services in achieving the mission. F. Human Resources Management Responsible for assuring appropriate action in such matters as promotions, selections, rewards, and recognition, training, and problem resolution as these actions relate to the service. Works with Human Resources and the unions to maintain good labor-management relations and to resolve problems by interest-based bargaining. G. Communications Effectively communicates with service employees, Veterans, and their families, employees from other services, stake holders, the triad, and VISN and VACO staff when required. Exhibits clear, honest, and open communications in meetings and other interactions.
