Multnomah County Health Department invites you to apply as a Mental Health Consultant in the Mental Health and Addictions Services Division. This is a full-time position located at the downtown Lincoln building location. The eligible list created from this recruitment may be used to fill future regular and on-call, full- and part-time Mental Health Consultants positions.
The Mental Health Consultant in the Utilization Review Department provides care management to Health Share's Multnomah Medicaid members. Health Share has a full risk contract with the State of Oregon for the provision of managing inpatient and outpatient mental health care services to approximately 100,000 Multnomah County Adults/Children who are eligible for the Oregon Health Plan.
This position is responsible for authorizing Health Share Multnomah dollars for mental health treatment through utilization management care practices.
What are we looking for? Multnomah County Health Department is currently seeking a full time Mental Health Utilization Review Specialist (Mental Health Consultant). Your role will include reviewing clinical information to determine medical necessity for all levels of mental health treatment, as well as continued stay criteria. You will be responsible for working with community providers, partners, and consumers or advocates on creating plans for successful treatment engagement and outcomes. You will advocate for identified clients to be served in the most appropriate level of care that matches their clinical need. You will also provide quality assurance in reviewing for appropriate diagnosis, intervention and treatment.
The major competencies of this position are:
- Demonstrates knowledge of and practical experience in carrying out Utilization Management duties either as a provider or reviewer - Understands insurance eligibility and demonstrates the ability to verify Medicaid, Medicare, Private Funded or uninsured coverage status - Has either made utilization management determinations for payment or presented clinical justification for insurance coverage of mental health services. Has treated, coordinated care, or managed insurance benefits for a variety of treatment levels for either adults, youth or both - Has working knowledge of diagnosis found in the Diagnostic and Statistical Manual of Mental Disorders (DSM-5) - Demonstrates experience working with diverse populations with a trauma informed lens sensitive to the multicultural needs of people of all backgrounds. - Technologically proficient in navigating multiple electronic systems and applications at one time - Experienced in customer service skills required in communicating through telephone and email.

Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP) credentialing requirements as required by Oregon Administrative Rules (OARs) 309-019-0125 (9).
